Hyper Beam and Shadow Ball become exclusive moves for Mewtwo from EX Raids

However, it’s still possible to get them if you already have a Mewtwo.

Tying in with the Kanto festivities, it appears that Hyper Beam and Shadow Ball are available for Mewtwo caught in EX Raids.

However, if you have already caught a Mewtwo, all is not lost. Using a Charged TM on Mewtwo before September 20 at 13:00 PDT (20:00 GMT) will allow Mewtwo to gain access to either of these moves.
